Developing a program monitoring framework in West Africa

Commonwealth Trading Partners, Inc. (CTP) engaged MANAUS to identify gaps in its monitoring framework for the West Africa Regional Training Center (RTC) in Accra, Ghana, a regional capacity building program funded by the U.S. Department of State. The program provides training and technical assistance to West African criminal justice officials to increase regional cooperation, promote good governance, and enhance citizen security. MANAUS provided recommendations on the existing monitoring framework to collect higher-quality data and report meaningful results. To do so, the MANAUS team reviewed project documents, interviewed CTP staff, researched methodologies for the evaluation of trainings as well as monitoring best practices, and presented findings, recommendations, and an implementation strategy. MANAUS is now working with CTP to implement these recommendations, creating data collection instruments, data entry protocols, and customizing a web-based platform to house the newly created indicators.
