Assessing gender equality efforts in Mozambique

MANAUS implemented a country portfolio evaluation on the normative, coordination, and programmatic work of UN Women in Mozambique. The evaluation consisted of a theory-based cluster design to systematically assess the contributions of UN Women to the improvement of gender equality and women’s empowerment in the country and inform the development of future strategic work. The evaluation was based on the theories of change developed for the 2012-2015 country portfolio and followed the assessment criteria of the Organization for Economic Co-operation and Development (OECD) and the UN Evaluation Group (UNEG) to evaluate its relevance, efficiency, effectiveness, and sustainability. To do this, the MANAUS team employed several data collection methods, including a desk review, key informant interviews, focus group discussions, and site visits.
